I'm testing the Quote & Book API, can I obtain rates when submitting only the accurate chargeable weight, and not necessarily all dimensions or random dimensions? Does it affect the API behavior?

Only the number of Pieces, Weight and Volume are mandatory and cannot be random, as they will be used to re-calculate the Chargeable Weight.

Dimensions are not mandatory but please pay attention that random dimensions may still will affect the API response because of airline loadability.
